Congressional Republicans Back Trump's Call to Overhaul Affordable Care Act

US senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared concerned responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."

Ongoing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in exchange for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and extend the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts indicated that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with existing health issues.

After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
